Heat the oven to 425 degrees Fahrenheit. In a large oven pan, heat the soil. Meanwhile, season the chicken with salt and pepper. Once the oil is hot, add the chicken skin-side down to the skillet and cook until the skin is golden, which should take about 6 minutes. Once done, transfer it to a plate. Add garlic, ginger and shallots to the skillet and cook for about a minute. Add wine and reduce by half, about 3 minutes. Add soy sauce, water and sugar and bring to a boil. Put the chicken skin in the pan, placing it between the leeks. Transfer the skillet to the middle rack of the oven and leave the chicken broth uncovered for 35 minutes, until completely cooked through. Once done, remove it from the pan. Place the skillet filling over high heat and cook until the sauce is completely set, about 3 minutes. Pour the sauce and sesame oil over the chicken thighs.
